Conditional access system is the crucial part of Pay-TV System,and the efficiency and security of key distribution are the main factors which influence the performance of conditional access system.In this paper we proposed a new key distribution scheme on the basis of grouping users with their probability,and prove that this scheme has optimal distribution efficiency.
