the research purpose of this paper. Based on the study of some basic issues such as evaluation objectives (including quality of service

quantity of service

and fair-ness)

time scale

and granularity

this paper presents a set of performance evaluation criteria for the effectiveness and fairness respectively.Regarding the effectiveness

this paper puts forward a concept of Normalized Performance Function that integrates the quality of service (including the delay

loss rate

etc.)and quantity of service. Regarding the fairness

two methods are used. One is the relationship of expected value and variance of random process.Anotlrer one is the imprrovement of Raj Jain's Fairness Index.
