Aiming at the devastating multiple-time-scale burstiness of VBR (Variable Bit Rate) video flows
an optimized algorithm characterizing renegotiation which is based on multilevel regulator and multiple-time-scale bandwidth allocation and flow admission is presented.Through the renegotiation between video source and edge node of the network
video flows are properly enveloped before entering the network.The proposed algorithm enhances the capability of control and prediction on video flows
which significantly attenuates the impact caused by burstiness on network.For small and moderate aggregated flows
it could attain a multiplexing gain approximating the gain of unrestricted VBR flows.
