present S-D assignment algorithm only associates the synchronous measurements from different sensors
which only generate the static result.The static assignment algorithm(S-D) has been generalized to the dynamic S-D one by means of combining the measurement set and the track set.On this basis
the circumstance of fresh targets existing is taken into account
and the relationship between the dynamic and the static assignment algorithms is discussed.At last
