then reorganize wavelet image coefficients to form wavelet blocks.Finally we propose an efficient algorithm for constructing wavelet block quantization tables with optimal bit allocations for a given image.The algorithm uses wavelet coefficient distribution statistics in a novel way
and pays attention to the traits of Human Visual System (HVS)
and uses a dynamic programming strategy to produce optimal quantization tables over a wide range of bit rates.
