The detailed further diseussion for the theory of lossy networks is made in this paper in the view point of great numbers.The results show that

except the inequality constraint derived from the positive definite property of the Hermite matrix

there exists another important kind of statistics constraint for the characteristic phase of lossy networks.To analyse the phase distributions of lossy networks

the concept of equal lossy level networks is introduced

and the properties of equal lossy level networks are discussed rigorously.The present experiment results fit very well with the theoretical ones.
