The equation governing the mean field is derived for the half-space strong fluctuation random media by the strong fluctuation wave theory and the effective permittivity is given under the small scale fluctuation. approximation. It is shown that the effective permittivity is heavily influenced by the interface effect within a transition layer beneath the interface. This effect must be taken into account in calculation of the electromagnetic wave reflection and deflection at the media interface.
