The properties of land clutter and target echo for ground combat surveillance radar are presented. The mathematical model for the clutter power spectrum and relationships between the spectrum cut-off frequency and windspeed are obtained. The experimental results show that the slowly moving ground targets signal embedded in strong clutter may be detected by long time integrating processing in terms of making the plus electrical level from the Doppler signals and minus ones from the countpart. The theoretical analysis is also made for the amplitude statistical property of the CW radar echo fluctuation.
