In thi paper two viewpoints are presented firstly for surveying the modernization of the telecommunications of a country. In the discussion of the developments of telecommunications in China one should pay attention to the 3 characterizations. They are: (1> China is a rapidly developing and great country; （2） although the territory of China is about the same size as U. S. A.

yet the traffic demands in these two countries will not be same in long term; （3） though the existing telecommunication networks do not satisfy the requirements of the national economy and the needs for cultural and daily life of the people.but they would be rather efficiently utilized and improved than abandoned. Then

the developing history and present conditions as well as the proposals for the development of the telecommunication techniques are discussed from three aspects. They are from the networks

from the channels and from the equipments. This paper implies the importance of the strategy for the development. Also

the review and suggestions in principle are the strategies. At the conclusion

it is pointed out that the develpment of telecommunication techniques must be closely in accordance to the mentioned characterizations.
