the user decision behavior in this context is transformed into EI Farol bar problem
and then we get the service saturation expectations of users from the network service probability by searching Nash equilibrium of the problem.Finally
the multi-objective optimization problem is transformed into a maximization problem by considering the reward rate of user's service saturation.Simulation results show that the proposed algorithm can improve the total throughput of the network
reduce the blocking rate of the user's handoff and make the network load more balanced.
