This paper researches the problems of multicast video distribution in Internet.On discussing the characteristics of resource reservation protocol(RSVP) and the mechanism of the feedback agent

a new algorithm for multicast video distribution is proposed based on the layered video encoding.The simulation is performed using the network simulator ns-2.The results show that the algorithm not only assures the basic quality of service of the video applications

but also has better performance in fairness and scalability.
