Based on the scattering from the rough conducting fractal surface with the use of extended boundary condition method
this method is extended to the case of electromagnetic scattering from the rough dielectric fractal sea surface.Compared with the numerical result of conventional Kirchhoff approximation
the accuracy of our method given is tested
the characteristic of the bistatic angular distribution of the scattering amplitude is analyzed for different incidence angles
different fractal dimensions and different spatial wave numbers.
