IP based mobility management scheme makes mobile host roaming in heterogeneous network without changing its IP address.How to select the best candidate network and when to make handoff have a strong effect on performance of mobility management.This paper proposed a location information based handoff decision algorithm.MH can select right candidate access router and make handoff in best occasion.Theoretical analysis and simulation show that number of handoff and packet loss rate can be decreased.
