This paper aims at establishing a capability measurement index system through an analysis of the Chinese IT industry innovation mechanism.Five capabilities are measured and calculated
namely
technology innovation
industry chain innovation
industry focus innovation
application innovation and policy innovation.Based on these measurements
this paper further expounds on the direction and focus of Chinese IT industry development with the aim of improving innovation capability.
