Callgap and Percent algorithms.The conclusion that Leaky bucket has strong robustness suitable for SSP’s limiting call is attained.Then the framework of overload control is described.Based on dynamic adjustment

an iterative algorithm suitable for SCP’s overload control is given.At last the algorithm is extended to satisfy different fair definitions and executed in multi service environment.The results of simulation prove this algorithm’s effectiveness and fairness.
