摘要

电信对一个国家的经济建设和社会发展具有十分重大的作用

它不仅直接创造财富

并在国民总产值中占有相当的份额

而且更为重要的是还为社会提供综合效益。必须十分重视作为社会基础结构的通信事业的建设。本文通过对发达国家在七十年代、八十年代初的电信科学技术的简要评述

以及对国内当前水平的回顾

提出了关于发展我国电信科学技术的若干政策性见解。

Abstract

Abstract: Electric communication is vital to economic construction and social development of the country

not only does it provide a high revenue directly

amounting to several percent of GNP

but it also creates an integrated

sometimes indirectly

social results which are even more rewarding. It is indeed the infrastructure of the society

necessitating to take great efforts for its consolidation. This paper points out the serious lag-behind of the present communication technologies of China through a brief review of the status of developed countries and our country during 1970’s and early 1980’s. Some remarks are made from strategic point of view to improve this situation.
