本文的目的有三点:（1）建立误码、抖动、漂移、滑动、延时、失帧及总失真之间的关系式;（2）提供一种关于数字网传输损伤的简明的规范方法;（3）提供某些1981～1984研究期CCITT建议中推荐的及各国主管部门文稿中提出的数据。

The purpose of this paper is three-fold: （1） to establish relationships among error

jitter

wander

slip

delay

loss of frame alignment and total distortion

（2） to provide simple specification approaches for the above-mentioned transmission impairments in digital networks

and （3） to report some data presented in CCITT recommendations and contributions by administrations for the study period 1981-1984.
