The paper investigates the target tracking problem arising in FM signal based passive multi-static radar

and proposes an integrated track management method.We divide the tracks into four statuses

i.e.initial track

tentative track

confirmed track

and deleted track.Tracking methods for each kind of tracks are detailed.We sequentially exploit measurements of each receiver-transmitter pair to update the tracks

causing the rapid reduction of the computation complexity.Simulation and the real life data results demonstrate the effectiveness of the proposed method.
